Avinash Singh Rathore, a RAW official, is compelled to murder Rabinder after the man defected to the ISI of Pakistan while in Iraq. Tiger, who is frustrated that his missions usually involve bloodshed, is then sent by his employer, Shenoy, on a mission to monitor Anwar Kidwai in Dublin. Professor Kidwai, an Indian-born professor of physics at Trinity College, is accused of conducting cutting-edge nuclear weapons research that RAW hopes to acquire before Pakistan. Tiger is accompanied on this expedition by his handler, Gopi.
Tiger pretends to be Manish Chandra, a nonfiction author working on a book on Kidwai and other academics in India. Tiger becomes friends with Zoya, a British-Indian Trinity College dance student, Kidwai's housekeeper, in order to obtain entry to his residence. Over time, Tiger and Zoya develop a romantic relationship, and she invites him to the college production My Son, Pinocchio, which Kidwai is funding and which Zoya is choreographing. Several days later, Tiger is attacked by an unidentified attacker, and he and Gopi worry that their identities have been compromised. Tiger follows the attacker across Dublin after spotting him on the day of the performance, which results in Tiger publicly averting a Luas train collision. Tiger learns Zoya is an ISI agent charged with the same objective as him extracting Kidwai's material from his computer when Gopi phones to let him know there has been activity at Kidwai's home during the performance.
He asks Zoya to turn over the study, but she declines to be a traitor. Tiger frees her after fending off an assault by Feroz, an ISI agent who turns out to be Tiger's unidentified attacker. Tiger requests to be relieved of field duties after he returns to India and instead works with his colleague Bagga to complete analytical tasks. Bagga tells him about a Pakistani secret letter that was intercepted and was planted by Zoya for Tiger, telling him of her intended appearance at an upcoming UN summit in Istanbul. Following their decision to elope, Tiger and Zoya depart for Havana after deceiving their respective agencies to Nur-Sultan. When Tiger and Zoya stop a mugging attempt later on, video surveillance that was used to find them reaches RAW and ISI.
The pair tries to escape Havana after being seen at an amateur boxing event, but Zoya is detained by the Cuban police and given over to the ISI so she may be repatriated to Pakistan. Tiger later meets with Gopi and offers Zoya's cooperation with RAW in return for her freedom. Following Gopi's non-fatal shooting, Tiger and Zoya depart Cuba in a light aircraft they had stationed in a nearby field. Tiger and Gopi are leading a squad to intercept Zoya's prisoner transfer convoy. Later, when Pakistan and India no longer require the ISI and RAW, Tiger contacts Shenoy to let him know he and Zoya will return to their own nations. The end has several reports of Tiger and Zoya sightings in London, Venice, Cape Town, and Zurich.
