The movie is based on actual events that happened in the drought-prone Bundelkhand region and in the villages that are now extinct in coastal Odisha and the Chambal region of Dholpur, Rajasthan. Kadvi Hawa is more than just a story. It is a sobering depiction of human suffering and serves as a wake-up call for a society that is still unprepared to deal with the effects of its actions on climate change.

The protagonists of the film are the blind farmer Hedu (Sanjay Mishra) and the loan recovery specialist Gunu (Ranvir Shorey). Hedu is the father of a debt-ridden son who owes money to creditors but refuses to repay them. The villagers ask Hedu for assistance in dealing with the loan recovery agent. Due to the primary problem of drought, farmers are unable to produce an adequate crop, which causes many to commit suicide. Hedu agrees to sign an unusual condition with Gunu so that all of the farmers' debts would be forgiven out of fear of losing his son, who falls into depression after failing to repay the loan.
